Transportation Ministry Allows Antonov to Operate in Papua

The Air Transportation Director General Herry Bhakti Singoyuda Gumay said the operators of the Russian-made Antonov AN12, has been granted a license to carry cargo in Jayawijaya Regency, Papua. "This is to meet the need in Papua," Herry told Tempo last week.

According to Herry, the license for a foreign plane operating in logistic in Papua has increased. Therefore, he said, there must be a means of transportation that can deliver the goods rapidly. With the Antonov, heavy equipment and basic commodities, like rice for the poor, can be delivered fast. According to regulations, foreign airplanes are not allowed to operate in Indonesia.

Moreover, Herry said, air transportation costs become cheaper compared to using another airplane. “For instance, cement prices in the mountain areas can be as high as Rp 1 million per bag. By airplane, the price can be lowered,” he said.

He said that as long as the planes are used for cargo in Papua, his office will grant licenses to foreign airplanes. “The operation of the Antonov plane has been recommended by the regional government, and the cargo carrier only operates there. It cannot operate anywhere else,” Herry said.

The Antonov has been operating since October 12, 2009. Initially, it was used to carry heavy equipments and construction materials for one month in Jayawijaya Regency. The government has extended the license to February 30, 2011.

The Transportation Ministry’s Air Director, Edward Albert Silooy, said the operation of a foreign airplane like Antonov gets a special dispensation from the government because the plane capacity, designed for military purposes, is needed in Papua. “We gave the permit according to instructions from our superior,” he said.

Edward admitted he did not know the Antonov’s capacity, but that it can carry the components of a bridge to a remote area. “Antonov is a great airplane that can land anywhere,” he ended.
